Dual-control on energy in China intensity target to hit PV supply chain in Q4

Recently, the National Development and Reform Commission (NDRC) of China issued the "Notice on the "Energy Consumption and Intensity Dual Regulation Policy"", which clarified the energy intensity targets set by the state and instructed the targets for each region in the next five years.
According to this policy, the Yunnan Provincial Development and Reform Commission implemented silicon metal production control on September 11. As the rainfall in the rainy season in southwestern China has decreased compared with previous years, manufacturers have rushed to buy silicon fume, while sellers are unwilling to sell, leading to higher polysilicon prices and manufacturing costs.
The shortage of upstream materials supply this year has put tremendous pressure on the photovoltaic supply chain. Now, the introduction of the dual energy intensity control policy poses a greater threat to the supply chain.Not only Yunnan, but other provinces where photovoltaic production bases are located may be affected by production control
Faced with high costs, manufacturers have planned to reduce utilization.Some polysilicon and module manufacturers and bill of materials suppliers have begun to control production and reduce utilization.The entire industry is closely watching the next development.
